Providing administrative and technical support for the Housing and Redevelopment of Ely, MN. To disseminate information and apply appropriate regulations and procedures to determine accurate rent assistance to eligible individuals and families. Assists in the development and administration of the Public Housing Program and other programs within the Housing Authority. To promote a favorable image for the Ely HRA and the City of Ely.
This position requires a thorough knowledge of housing authority programs, policies, and operational procedures, a knowledge of other agencies and resources, and understanding of human behavior, the ability to relate to other workers as well as the public, a sense of dedicated responsibility, and perform in a trustworthy and honest manner.
At all times, this employee is to maintain the integrity of the Authority in all its operations and dealing with the public and other governmental agencies.
Other duties or tasks may be assigned as required. Executive Director may modify, change or add the duties of this description at any time without notice.
I. Administers and implements all daily and technical functions of the Public Housing Program.
II. Receive incoming individuals with the following procedures:
A. Applications for Housing assistance:
a. Explain housing assistance
b. Accepts and processes applications for rental assistance program
c. Enter applicant's information for background screening
d. Verify pertinent income/asset information
e. Refer to other organizations that may be of help to the client
f. Data enter information
B. Recertification applicants:
a. Conduct all re-examination interviews
b. Verify income/asset information
c. Data enter information
C. Public Housing maintenance procedures:
a. Assists in preparing and conducting annual inspections
b. Prepares work orders and submits to proper HRA personnel
c. Data enter completed work order
D. Public Housing resident payments
a. Collects rent and tracks repayment agreements
b. Prepares bank deposits for all funds received
c. Maintain security deposit records of Public Housing residents
d. Data entry all receipts
E. Responsible for completion of the Certificates of Rent Paid
III. Interact with the public and other governmental agencies on behalf of the Authority.
IV. See that HRA conforms with existing HUD rules and regulations.
V. Maintain personnel records on all personnel in a confidential manner
VI. Stays up to date and maintains an in-depth knowledge of tenant/landlord laws and state/federal regulations and guidance related to subject properties.
VII. Attends trainings, workshops, and meetings to keep informed of new procedures and policy changes.
VIII. Maintain accurate computer systems and records of employee leave and submit to the Executive Director for review monthly.
IX. Ensures departing residents are properly moved out and all paperwork completed.
X. Responsible for various accounting activities of Ely HRA under the direction, guidance and delegation of Executive Director, including but is not limited to deposits, quickbooks entry, correspondence to fee accounting, payroll data, expense management
XI. Other duties as assigned.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Acts as a liaison between residents and community services.
2. Prepares and distributes notices.
3. Helps residents and applicants with their paperwork.
4. Completes reference forms for current or former residents.
5. Filing of documents in resident's files.

Must possess the ability to multi-task in performing the essential function of the position. Knowledge of computers and office equipment is necessary. Must have excellent verbal and written communication skills. Have experience in a supervisory capacity. Possess a valid driver's license. Possess the ability to make intelligent decisions in emergency situations.
Ability to read, analyze, and complete documentation required by city, county, state or federal agencies. Must be able to communicate through speaking, listening, and writing effectively with residents and outside agencies.
Normal work week shall consist of 40 hours on a regular schedule.
