About the Role:
The Air Force Test Center is looking for a Full-Time Supervisory Test Project Management Element Chief (NH-801/1515-03) to work at the Arnold Engineering Development Complex, 704th Test Group, 846th Test Squadron, Project Management Flight (846 TS/TGTP) at Holloman Air Force Base, NM.
The primary purpose of this position is to serve as a Test Project Management Element Chief in the field of rocket sled testing of weapon systems. The Project Management Element Chief is the first line supervisor over an element of 5 – 7 government civilian, military and contractor test project managers with diverse technical backgrounds and is responsible for planning, directing, organizing and exercising control over the element. The Element Chief interacts with other squadron flights and elements, 704th Test Group, other government agencies, national laboratories, government contractors and private industry. He/she will monitor and evaluate activities assigned to subordinates to ensure technical accuracy and compliance with applicable directives, procedures and policies, and establish processes to improve organizational efficiency. Responsibilities require organizational leadership, sound judgment and discretion, knowledge of a varied scope of professional engineering and scientific principles, concepts, methods and practices. Specific knowledge and experience in the application of the project management discipline to weapons testing is desired.

Typical 2024 salary range: $86,962 - $134,435 (includes locality)

- At least 3 Years of technical project management experience desired.
- At least 5 years of technical experience in defense acquisition and/or test and evaluation desired.
- Proficiency using information management and/or project management software desired.
Major Duties:
- Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Evaluates work performance of subordinates. Identifies developmental and training needs of employees, providing or arranging for needed development and training.
- Develops, applies and enforces organizational project management standards and processes.
- Advises leadership and subordinates in the application of project management best practices. Finds ways to improve production and increase the quality of the work directed.
Qualifications/Requirements:
- U.S. Citizenship.
- Obtain & maintain Security clearance.
- This is a designated Drug Testing Position.
- Bachelor’s degree or higher from an accredited institution in an engineering, scientific or mathematical discipline that meets OPM engineering (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf) or operations research (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/operations-research-series-1515/) requirements.
- Must obtain Practitioner Level Test & Evaluation Acquisition Professional Development Program Certification within four years of hire date.
- Knowledge of the principles of technical project management.
- Knowledge of professional engineering and scientific concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced theories, principles, and concepts to project development, execution, and advisory services.
- Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, contracting, and restrictions on expenditure of funds.
- Ability to analyze, plan, organize, and direct the functions of an organization and mentor, motivate, and appraise the staff of an organization.
- Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
- Ability to communicate clearly, concisely, and with technical accuracy, as well as work in a professional manner with subordinates, peers, management, customers, contractors, academia, and other agencies across a broad range of functional areas.
