Project Overview
The Challenge:
The U.S. Department of Veterans Affairs (VA) needed to quickly modernize its IT systems to better serve veterans and their families. Traditional government software development programs were too slow, taking years to deliver solutions, which delayed care for veterans.
Solution:
The VA established the Digital Transformation Center (DTC) to speed up modernization using emerging technologies. The DTC leverages SaaS, PaaS, and other advanced tools, initially starting with a single Salesforce instance that accelerated IT solution development by 3-6 times. Expanded in 2019, the DTC now supports various platforms like Microsoft Power Platform, Dynamics 365, ServiceNow, and Pega
The original contract called was DTC held by Octo Consulting, then they got bought out by B3 Group, then they got bough out by IBM.
New Contract: Onboarding, Management, Engineering, Governance, and Assurance Services (OMEGA)
Scope: Create, maintain, enforce, analyze and update the Standards and Governance established by the current DTC. The Contractor shall provide technical and operational support to the DTC for SaaS, PaaS, and emerging technologies. The Contractor shall also provide governance, operations, and maintenance services to support all aspects of the DTC including project management, security and compliance, platform governance, platform management, solution governance, engineering, license management, solution sustainment, platform sustainment, product and technology adoption and socialization, and end user support.

Seeking a highly experienced professional to oversee all functions, personnel, and contract deliverables for Onboarding, Management, Engineering, Governance, and Assurance (OMEGA) Services. The ideal candidate will have at least three years of experience in managing enterprise Salesforce platform delivery solutions.
Job Responsibilities:
- Oversee all functions, personnel, and contract deliverables of OMEGA Services
- Manage enterprise Salesforce delivery solutions
- Lead a team of 50 or more members on large IT enterprise projects
- Ensure successful project completion and delivery within budget and timeline constraints
Required Skills:
- Managing enterprise Salesforce experience, including large multi-org environments with hundreds to thousands of users
- Experience in U.S. federal program management with a background in public health projects preferred
- Certified Administrator for Salesforce
- Must be a U.S. Citizen
Education and Experience:
- 20 years of experience with at least 15 years of demonstrated experience managing large IT enterprise projects with 50 team members or more
- Bachelor’s degree in a related field
- Experience in enterprise Salesforce platform delivery solutions (U.S. public sector preferred)
