The Program Manager will be responsible for managing all areas of operations on an Department of Health and Human Services/ASPR contract and will be expected to respond quickly to project-related issues and initiatives that require project management oversight. Employment is contingent upon contract award.

Build project-wide knowledge by developing, distributing, and maintaining policies and procedures and related documentation

Oversee management of project scope, technical resources, finances, technical integration, risk, change and communications

Facilitate the definition of project scope, goals, and deliverables

Define project tasks and resource requirements

Use strong analytical reasoning to understand business process management and end user’s business requirements to develop full-scale project plans

Assemble and lead project staff of all levels

Coordinate with business owners to manage project budgets and resource allocation

Plan and schedule project timelines

Track project deliverables
-
Collect, evaluate, and compress data and information to monitor and report on trends and the progress of the project to all stakeholders

Maintain deep knowledge of working systems and processes to recommend and implement efficient and effective changes for better performance

Perform other duties as required

Bachelor’s degree from an accredited college or university or equivalent experience required, work experience may be substituted for a degree

At least three (3) years of overall project management experience and working knowledge of quality assurance principles and methodologies required

Project Management, reporting and data mining experience

Experienced leadership skills, including delegation, motivation, negotiation, coaching, and conflict management

Mathematical, analytical, deductive reasoning, and problem solving abilities

Excellent interpersonal and communication skills (verbal and written)

Strong customer service focus

Past Health Emergency Preparedness or Federal Department of Health and Human Services Experience Required. ASPR experience preferred.
